- The "halt" problem is not always between the ISP and the caller; it's
- most often between the ISP and the remote system. I use a shell account
- and when I use lynx, I can *see* the hesitations in the transfer of data.
- The users of Netscape and similar web graphics interfaces do not see the
- "nuts and bolts" of what is happening; the data is transferred from the
- remote site to the local ISP and then down to the caller. If the data
- does not flow smoothly from the remote, the result is those pauses you see.

- I also don't understand why a commercial ISP would use consumer-grade
- modems instead of much better units like the Courier. If you can find an
- ISP that understands value (quality & price), switch to them immediately.
